Canada Announces Immigration Levels Plan for 2024-2026
Canada has unveiled its Immigration Levels Plan for 2024 to 2026, maintaining the current immigration targets. The plan aims to welcome 485,000 new immigrants in 2024, with an increase to 500,000 new immigrants annually in 2025 and 2026.
These targets align with those previously set in the 2023-2025 Immigration Levels Plan. The latest release updates the 2026 target and provides detailed breakdowns for immigrant admissions under various classes and programs for the 2024-2026 period.

Projected Immigration Figures by Category
The plan for 2024 aims to admit approximately 281,135 immigrants under the economic class, accounting for 58% of the year’s total target. This figure is expected to grow to 301,250, or 60%, by 2026.
For the family class, the target is 114,000 immigrants, or 24% of all admissions in 2024, increasing slightly to 118,000 by 2026, maintaining the same percentage of total entries.
The humanitarian class will see 89,865 immigrants in 2024, roughly 19% of all admissions, encompassing refugees, protected persons, and others admitted for humanitarian or compassionate reasons. In 2026, the target for this category is 80,832 immigrants, representing 16% of the total admissions.

Increased Targets for Express Entry and PNP
In 2024, the Express Entry system is set to admit 110,700 permanent residents, increasing to 117,500 in 2025 and 2026.
The Provincial Nominee Program (PNP) aims to welcome 110,000 immigrants in 2024, with the target rising to 120,000 in 2025 and 2026.
The Spousal, Partner, and Children sponsorship category targets 82,000 admissions in 2024, increasing to 84,000 in 2025 and 2026. The Parents and Grandparents Program (PGP) aims for 32,000 immigrants in 2024 and 34,000 in 2025 and 2026.
Canadian Government’s Commitment to Stable Immigration
The Canadian government’s decision to keep its targets unchanged is part of a strategy to balance economic growth with housing, healthcare, and infrastructure pressures. The plan is to stabilize permanent resident levels at 500,000 starting in 2026, focusing on the successful integration and augmenting the labour market. Efforts are also underway to recalibrate temporary resident admissions to ensure sustainability.
As required by the Immigration and Refugees Protection Act (IRPA), the federal government releases its annual immigration plan by November 1 in non-election years.
This Immigration Levels Plan serves as a roadmap for the admission of new permanent residents into Canada over the next three years across economic, family, and humanitarian classes.
